OUR VISION

Overland Open Park envisions to be a transportation and logistics distribution facility, East of Calgary in the Hamlet of Conrich. Its proximity to the existing CN Logistics Park and rail line will drive future development within the industrial area north of Conrich.

About the Project

Overland Container Transportation Services

Overland Container Transportation Services (OCTS) is working through the planning stages of the site’s development. Founded and based in Alberta, OCTS has been providing safe and reliable container transportation services for over 35 years.

The Conceptual Scheme

OCTS submitted its Conceptual Scheme in the Summer of 2024, as a pre-application to Rocky View County for review. The Conceptual Scheme provides the framework and policies for the development of Overland Open Park, which is a comprehensive intermodal transportation facility located west of CN Logistics Park. The site is in a unique position parallel to Township Rd 250. Overland Open Park adheres to the County’s current plans to upgrade Twp Rd 250, and its goal to provide safer roads for residents and industrial transportation of goods. The site will be segmented into two to accommodate for the realignment of Twp Rd 250. The plan has been created in accordance of Rocky View County’s existing Municipal Development Plan (MDP), and locally, to the Conrich Area Structure Plan (ASP).

DEVELOPMENT CONCEPT AT A GLANCE

  • The northern portion of Overland Open Park is planned for an industrial business park.
  • The southern portion is expected to accommodate mixed-use commercial, residential, and institutional development.
  • Access to the north, will be provided by Ellis road – post Twp Rd 250 realignment.

  • South of the realigned Twp Rd 250 will be accessed from Range Road 284 (Conrich Road).

FREQUENTLY ASKED QUESTIONS

The ASP contemplates the majority of this property to accommodate industrial development that can leverage proximity to the CN Calgary Logistics Park to provide transportation and logistics-oriented development that is fully serviced by the County’s water and wastewater systems. The ASP also proposes a realignment of Township Road 250 to provide a better buffer between future industrial and existing residential and Hamlet uses. The extreme southwest corner of the project area is expected to accommodate future mixed-use development (i.e., commercial, institutional, and residential) that will form part of the Conrich Community Core.

Rocky View County’s (RVC) current Land Use Bylaw has presently designated the site with Agricultural, General District (A-GEN). A Land Use Amendment will be submitted for approval by RVC before development can begin to redesignate the subject lands with future land uses that are supported by the Area Structure Plan.

Overland Container Transportation Services (OCTS) is developing its plan for Overland Open Park to adhere to Rocky View County’s plan to advance the realignment of Township Road 250 at Conrich Road. The Conceptual Scheme proactively considers the future realignment of Twp Rd 250, by dividing the site lands into two (2) separate development areas. The area north of Twp Rd 250’s realignment will accommodate business industrial development alongside pedestrian and stormwater management infrastructure, and the lands south will support mixed-use commercial, residential and institutional uses (as part of the future Hamlet core area).

An Environmental Site Assessment (ESA), a Biophysical Impact Assessment (BIA), and a Geotechnical Report were completed in support of the Conceptual Scheme to evaluate existing conditions within the site area. Additionally, a Transportation Impact Assessment (TIA), Stormwater Management Plan, and a Water/Sanitary Engineering Feasibility Assessment was prepared in June 2024 to evaluate the existing and future network in respect to the proposed development.  All of the studies demonstrate the lands are appropriate for industrial and mixed-use development as proposed by the Conceptual Scheme.

Yes. The initial phase of development is proposed to include the 60-acre industrial site on the north side of the realigned Township Road 250 (directly adjacent to the CN Calgary Logistics Park). This area will include a new transload storage facility with a proposed railway spur extending off the CN main railway line. The first phase of the project will also include the construction of a stormwater management facility with temporary stormwater irrigation areas. Future phasing will include additional industrial development north of the Township Road 250 realignment with the portion to the south of this road (within the Hamlet Core) being considered only after the County has adopted an amendment to the Conrich Area Structure Plan Future Policy Area.

The Conrich Area Structure Plan directs specific mitigations occur between residential and non-residential area including ensuring minimum development setbacks and landscaping is put in place. The proposed development concept for Overland Open Park contemplates significant areas of stormwater management, irrigation areas, and municipal reserve (MR) dedications occur immediately north of the Township Road 250 alignment – which will provide a suitable transition between future industrial uses and the existing residential and institutional uses located in the Hamlet south of Township Road 250. The developer will also ensure appropriate screening/landscaping is put in place along the north end of the project area facing Ellis Road and Range Road 284.

OCTS and the project team will gather any feedback collected from the Community Information Session and create a summary report. This summary will be included in the application package to Rocky View County (RVC). The summary will also be available on the project website. Once RVC has reviewed the application, it will go to a Public Hearing in Spring 2025. The website will be updated with details once a date has been confirmed.
